When appropriate, other Federal, state, public, and private <br />agencies will be asked to participate in Carrnittee meetings, and to <br />appoint representatives to specific subcarrnittees in order that the work <br />of the Coornittee may be coordinated with the related work of all agencies. <br /> <br />~. A chainnan shall be elected annually from and by the members of <br />the Carmittee. Except by unaniroous consent, the Chainnan Agency shall not <br />succeed itself. <br /> <br />h. Tne Federal agency or State which proVides the Chainnan shall <br />nonnally provide the Secretary for the Coornittee and the necessary <br />administrative support incident to his tenure. <br /> <br />i. The Coornittee may have additional staff assistance as the <br />Federal agencies or states may, upon request, assign to it. <br /> <br />4. METIlOD OF OPERATlOO - <br /> <br />a. Meetings will be held as often as required, at tines and places <br />appropriate to the agenda and nonnally at intervals of not oore than two to <br />three rronths. Meetin~s nonnally will be open to the public and the press. <br />Special and/or execut~ve sessions of the Carrnittee may be held at the call <br />of the Chainnan on his own initiative or shall be held on the request of any <br />three rranbers of the Coornittee. <br /> <br />b. The Coornittee shall serve as a means for coordinating activities <br />and achieving accord or agreement, at the regional level, among its members <br />on issues or problems mich may arise. Staff work necessary to coordinate <br />activities and present the essence of any issues or problems to the <br />Coornittee shall be carried on by the Coornittee staff or by subcarrnittee as <br />appropriate and as may be appointed by the Chainnan and approved by the <br />Coorni ttee . <br /> <br />c. Problem guestions which cannot be fully or satisfactorily <br />resolved by the Carmittee may be referred to the Water Resources Cmmcil <br />for consideration. <br /> <br />d. Minutes of meetings will be prepared to record the actions <br />and recoomendations of the Carrnittee. The minutes will be primarily for <br />use of the participating agencies, but a wider distribution may be made <br />men considered desirable by the Cornnllttee. <br /> <br />e. The Coornittee may establish further procecures governing <br />its operations as required. <br /> <br />28 <br />
