CHARTER FOR AN
ARKANSAS-vJHlTE-RED BASINS INTER-AGENCY C<M1ITIEE

1. INlRODUCTION - In accordance with the desires of the Federal
agencies and the States concerned, this charter establishes an Arkansas-
White-Red Basins Inter-Agency Committee in consonance with a letter of
April lO, 1966, from the President to the Secretary of the Interior as
Chainnan, Water Resources Council, and a rrenorandum of April 27, 1966,
fran the Executive Director, Water Resources Council, to Field Comnittees
and Subcommittees of the Inter-Agency Committee on Water Resources.

2. PURPOOE - It is the purpose of this agreerrent to provide in
the Arkansas, White, and Red River Basins facilities and procedures
for the coordination of the policies, programs, and activities of the
Federal agencies and States in the field of water and related land
resources investil):ation, p1anninl):, construction, operation and
llI'lintenance; proV1de rreans by winch conflicts may be resolved; and to
provide procedures for coordination of their interests with those of
other Federal, local governmental, and private agencies in the water
and related land resources field.

3. ESTABLISHMENT-

a. For this purpose there lS established an Arkansas-white-
Red Basins Inter-Agency Comnittee. The Comnittee shall be cOOlpOsed of
r~resentatives of each of the following Federal agencies and States
wlnch elect to participate: the Deparl:m2nts of Agriculture; Anny;
Coomerce; Housing and Urban Develo~nt; Interior; Transportation; the
Enviwlu,eatal Protection ~ency; and the Federal Power Commission; and
the States of louisiana, Missouri, Arkansas, Texas, Kansas, Colorado,
adahoma, and New Mexico.

b. The Federal llBllbers of the Comnittee shall be designated
by the head of the Federal agency they are to represent and shall
preferably be resident in the area.

c. The governor of each state desiring to participate shall
designate the member of the Comnittee for his state.

d. Comnittee llBllbers IlI'lY designate other officials to serve
as alternates.

e. Federal agencies will participate in the work of the
Committee in accordance with their respective responsibilities and
interests, and with the intent of the Water Resources Plarming Act,
Public Law 89-80.
