<br />... <br /> <br />, <br />.. <br /> <br />INTRODUCTION <br /> <br />Contained herein is an application for Phase I grant funding under section <br /> <br /> <br />314 of the federal water pollution control act PL92-500, as amended by the <br /> <br /> <br />Water Quality Act of 1986, The objective of the study is to identify water <br /> <br /> <br />quality problems and corrective measures for the Bear Creek Reservoir <br /> <br /> <br />system. The final product will be a detailed and implementable lake resto- <br /> <br /> <br />ration program which will recommend appropriate control measures. The <br /> <br /> <br />Denver Regional Council of Governments (DRCOG) will, through a suba- <br /> <br /> <br />greement with the State of Colorado, soley administer the project. <br /> <br /> <br />DRCOG is the designated 208 planning agency for the six county region <br /> <br /> <br />including Jefferson County in which the entire drainage basin is contained, <br /> <br /> <br />During the past year, DRCOG has been working with local governments in <br /> <br /> <br />the basin and the Colorado Department of Health on establishing wasteload <br /> <br /> <br />allocations for dischargers in the basin. Another component of the study <br /> <br /> <br />effort is to monitor and establish a phosphorus standard for Bear Creek <br /> <br /> <br />Reservoir. It is expected that the wasteload allocation program will be <br /> <br /> <br />concluded by the end of 1987, but it may not be possible to conclude the <br /> <br /> <br />reservoir portion of the study. It has been determined, based on the limited <br /> <br /> <br />amount of data collected on the reservoir and funding limitations, that at <br /> <br /> <br />present it is not possible to recommend a standard for total phosphorus as <br /> <br /> <br />the data is inconclusive on the relationship between inlake phosphorus con- <br /> <br /> <br />centrations, chlorophyll a, and protection of beneficial uses, The preferred <br /> <br /> <br />method to establish these relationships and set a standard to protect the <br /> <br /> <br />beneficial uses is to conduct a more comprehensive evaluation of the res- <br /> <br /> <br />ervoir.
