<br />. <br /> <br />. <br /> <br />1, to assure that the public has been given the opportunity to understand of- <br />ficial programs and proposed actions; <br /> <br />2. to make the public aware of federal programs, like the Bear Creek reservoir <br />and watershed study; <br /> <br />3. to assure that public concerns are fully considered; <br /> <br />4. to assure that no significant decisions are made on an activity without con- <br />sulting interested and affected segments of the public; <br /> <br />5. to encourage public involvement before implementing environmental policy; <br /> <br />6. to keep the public informed about significant issues and programs which can <br />affect public interests; <br /> <br />7. to use all feasible means to create opportunities for public participation. <br /> <br />The CLP regulations also require specific types of public involvement throughout <br />a Phase I study: <br /> <br />1. in the development, evaluation and selection of alternatives; <br /> <br />2. in the assessment of potential adverse environmental impacts; <br /> <br />3. in the identification of measures to mitigate any adverse impacts identified <br />in the study. <br /> <br />The DRCOG administered public participation program will consist of four primary <br />components: <br /> <br />1. user su rvey; <br /> <br />2. newsletter; <br /> <br />3. public hearing; <br /> <br />4. tas k force presentations. <br /> <br />The user survey and task force presentations will be done throughout the data <br />collection period of the CLP. Newsletter dissemination and the public hearing <br />will take place after the data collection period. The newsletter will be a compi- <br />lation of major study findings and proposed restoration and preservation alter- <br />natives, This newsletter will be distributed through the DRCOG publication "COG <br />Notes". This publication has a wide-distribution in the Metro-Denver area. A <br />public hearing will be held in conjunction with the Clean Water Plan update <br />process. Opportunities will be arranged for special interest groups, interested <br />agencies or concerned citizens to make presentations at regularly scheduled task <br />force meetings. <br /> <br />2 <br />
