.'

.

.

November 10, 1987

The committee corrected the consensus sheet to erase the phrase at the end of
the page and several other typographical errors.

The group reached a consensus to accept the Contractual Services for the Clean
Lakes Monitoring Program as presented in the agenda with a correction that the
current Jefferson County Mountain Water Quality Association chairman be the
contact person for the contract rather than Gerry Schulte specifically. A MOTION
to enter into the Contract for Services for the Clean Lakes Monitoring Program
with DRCOG was made by Newt Free and SECONDED by John Mead. The motion
passed unanimously.

There was further discussions on the service area population projections for the
basin. Genesee and Mt. Carbon still need to meet with DRCOG to resolve these
issues. The final population projections will be presented at the next task force
meeting.

The Jefferson County Mountain Water Quality Association sent a letter to the Water
Quality Control Commission opposing a change in recreational classification use
of Bear Creek Reservoir until the Clean Lakes program was completed by DRCOG.

January 14, 1988

An additional sentence should be added to the November 10, 1987 consensus,
which showed the Jefferson County Mountain Water Quality Association was op-
posed to the proposed Water Quality Control Division classification change in Bear
Creek Reservoir.

There were further discussions on the service area population projections for the
basin and some minor revisions would be necessary for the Mount Carbon num-
bers. The employment figures for EI Rancho would need to be checked since they
appeared high,

-
A draft public survey questionnaire was reviewed and critiqued. The task force
reached a consensus that two questionnaires would need to be administered: a
reservoir user questionnaire; and a community watershed user questionnaire.
It was further agreed that a personnel interview format would also be needed for
a limited number of surveys at Bear Creek Park and at the Denver Parks located
in the watershed. The task force requested that a meeting with the City of
Lakewood should be made before the next meeting to get their input and support.

The CAPDET model for wastewater treatment facilities was presented for infor-
mational purposed. Costing of wastewater facilities is listed in the Phase 2 Task
2,2 - Cost of Wastewater Treatment. This task will provide cost estimates to help
select a preferred alternative. CAPDET will be able to provide some of this cost
information.
