So far as we have con- <br /> <br />. <br /> <br />cluded up to this time, as I understand it, we have only agreed <br /> <br />. <br /> <br />that we would consider a' partition of the water, without agree- <br /> <br />ing that it would be on any particular basis. As for myself, <br /> <br />I think that I would like tb have it understood ,dth the <br /> <br />Commission that in the discussions that may COlle up now that <br /> <br />it should not be overlooked that I myself, speaking for my <br /> <br />state, have not committed myself, nor my Stato, to a fifty-fifty <br /> <br />proposition. I haven't any present intention of committing <br /> <br />myself to that proposition. I would like to explain that I <br /> <br />think the fifty-fifty proposition is infeasible and impossible, <br /> <br />as a matter <br /> <br />exactitude. I adhere, so far as I am concerned <br /> <br />. <br /> <br />now, from the information \-Thich I have, to the idea that there <br /> <br />is ,water enough in the river, if proporly conserved, to anS,Ter <br /> <br />. <br /> <br />all the needs of both basins.
