NORVEL: Mr, Secretary and Gentlemen of the Commis- <br /> <br />sion;'We from Arizona are pGrfectlywilling to accept in <br /> <br />principle the division of the basin, into two divisions, and I <br /> <br />may say in this that we do not do so reluctantly, nor do we <br /> <br />do so liLth avidity,: but calmly, facing a, serious proposition, <br /> <br />for we feel in this principle that we are conceding a right <br /> <br />that is ours by all established rules of law and precedent. <br /> <br />However, we will accept the principlG and try to adjudicate <br /> <br />the matters on the basis of a division as suggested, a division <br /> <br />,of the waters, <br /> <br />MR, HOOVER: That will, bring us to the discussion of de- <br /> <br />tail. In order that,we might have as constructj~e a discus- <br /> <br />sion as possible we might consider for a moment the problems <br /> <br /> <br />involved in the detail and, attempt'to dissolve them into their <br /> <br />component parts~ For instance, such a division as this implies <br /> <br />a point of division. It has been suggested that Lee's Ferry <br /> <br />shal+ be the point.
