<br />. <br /> <br />. <br /> <br />are available to the water users only under contract with the Secretary. <br /> <br />S 415.2 Aoolicabilitv. <br /> <br />These regulations apply to all users of surface and subsurface <br /> <br />Colorado River water within the Lower Colorado River Basin except as <br /> <br />otherwise specifically provided herein. <br /> <br />S 415.3 Authoritv. <br /> <br />These regulations are promulgated pursuant to the authority vested <br /> <br />in the Secretary by the Congress in the Reclamation Act of June 17, 1902 <br /> <br />(32 Stat. 388, 43 U.S.C. 391), as amended and supplemented; the Colorado <br />River Front Work and Levee System Adjacent to Yuma Project Act of March <br /> <br />3, 1925 (Pub. L. 79-469, 43 Stat. 1186, 1198), as amended and <br /> <br />supplemented; the Boulder Canyon Project Act of December 21, 1928 (45 <br />Stat. 1057, 43 U.S.C. 617), as amended and supplemented; the Reclamation <br /> <br />Project Act of August 4, 1939 (53 Stat. 1187, 43 U.S.C. 485); the <br /> <br />Administrative Procedure Act of September 6, 1966 (60 Stat. 237, 5 <br />U.S.C. 552), as amended and supplemented; the Reclamation Reform Act of <br />October 12, 1982 (96 Stat. 1261, 43 U.S.C. 390); and the Supreme Court <br />opinion rendered June 3, 1963 (373 u.S. 546), and Decree entered March <br />9, 1964 1376 u.S. 340), in Arizona v.
