<br />. <br /> <br />. <br /> <br />(a) Aaricultural contractor. The factors specifically applicable <br />to agricultural users set forth in S 415.10(a)(7). In addition, before <br />a request for inclusion is approved, the lands to be served project <br />water must be irrigable as determined by the Regional Director; and <br /> <br />(b) Municioal contractor. The factors specifically applicable to <br /> <br />municipal users set forth in S 415.10(a)(6). <br /> <br />S 415.17 Water conservation. <br /> <br />(a) Reasonable conservation reauired. The Reclamation Reform Act <br /> <br />of 1982, section 210(b), requires that <br /> <br />Each district that has entered into a repayment contract or <br />water service contract pursuant to Federal reclamation law <br />or the Water Supply Act of 195a, as amended (43 U.S.C. <br />390b) , shall develop a watsr conservation plan which shall <br />contain definite goals, appropriate water conservation <br />measures, and a time schedule for meeting the water <br />conservation objectives. <br /> <br />(b) Consultation with contractors. 43 CFR Part 417, entitled <br /> <br />"Procedural Methods for Implementing Colorado River Water Conservation <br /> <br />Measures with Lower Basin Contractors and Others," authorizes the <br /> <br />Regional Director to <br /> <br />conduct such consultations with each Contractor as the <br />Regional Director may deem appropriate as to the making by <br />the Regional Director of annual recommendations relating to <br />water conservation measures and operating practices in the <br />diversion, delivery, distribution and use of Colorado River <br />water, and to the making by the Regional Director of annual <br />determinations of each Contractor's estDmated water <br />requirements for the ensuing calendar year to the end that <br />deliveries of Colorado River water to each contractor will <br />not exceed those reasonably required for beneficial usea <br /> <br />(C) Prevention of waste. As governed by the principle of <br /> <br />beneficial use, the works, systems, methods, and operating procedures <br />employed by water users in the diversion, distribution, delivery, and <br /> <br />use of Colorado River water in the Lower Basin shall be reasonably <br /> <br />designed and maintained to prevent waste, unreasonable use, or <br /> <br />unreasonable methods of diversion of such waters. <br /> <br />41 <br /> <br />0848 <br />
