<br />. <br /> <br />. <br /> <br />(2) Unscheduled outages in diversion and delivery <br />facilities late in the year due to unforeseen conditions such as damage <br />by earthquakes; <br /> <br />(3) Errors in measurement of diversions and return flow; <br /> <br />(4) Unpredicted changes in weather conditions; <br /> <br />(5) Changes in economic conditions or agricultural <br />policies; and <br /> <br />(6) Errors in forecasted water use. <br /> <br />(d) Adiustments for overruns or underruns. Adjustments to the <br />individual user's allocation or a State's apportionment to offset <br />overruns will be required. Adjustments to account for overruns will be <br />required in the year following the publication of final Decree <br />accounting records. The Regional Director may require water use <br />schedules for the remainder of the year of publication to be adjusted to <br />attempt to ensure that total water use for that year stays within annual <br />water allotments less previous overruns. In addition, all water users <br />shall closely scrutinize water use throughout the year to enable such <br />adjustments to be made concurrently as necessary to prevent or minimize <br />over-deliveries by the end of the year. Under runs will be deemed to be <br />retained in storage and shall become part of the future water supply <br />available to the Lower Basin States. <br /> <br />(e) Reoetitive overruns. Overruns for two consecutive years may <br />indicate that a water user is not making progress in reducing diversions <br />to make up for previous overruns, and the Regional Director may review <br />and modify the user's weekly orders as provided in S 415.20(e). <br /> <br />35 <br /> <br />0851 <br />
