<br />. <br /> <br />. <br /> <br />Regional Director will request pertinent information needed to evaluate <br />the requests for approval for ,all water users whose diversion and <br />surface return points have not been approved. A water user will have 30 <br />days upon receipt of the request from the Regional Director to provide <br />the information. <br /> <br />(b) Measurement of water. <br /> <br />(1) Measurement of diversions and return flows. All water <br />users, except small users as defined below, are required to measure, or <br />provide for the measurement of, all diversions and surface return flows. <br />Measurement shall be at points of diversion or return or other places <br />approved by the Regional Director. <br /> <br />(2) Measurement of system deliveries and soills. All water <br />users, except small users and unless otherwise exempted by the Regional <br />Director, are required to measure, or provide for the measurement of, <br />all sys~em deliveries and spills. If a water user diverting water from <br />the Colorado river, including by underground pumping, is considered a <br />small user, the diversion may be estimated by the water user, rather <br />than measured, by employing appropriate engineering methods that are <br />approved in writing by the Reqional Director in advance. A small user <br />is defined as a single-family household with annual usage equal to or <br />less than one acre-foot whose water is used for neither commercial nor <br />industrial purposes and who does not receive water from a public water <br />supply. A public water supply is defined as a water supply from a <br />single diverter or entity that meets the needs of four or more <br />households.
