<br />. <br /> <br />. <br /> <br />a reduction or elimination of entitlement as provided in S 415.10. <br /> <br />S 415.7 Written contract or aareement reauirements. <br /> <br />(a) No service without a contract with the Reaional Director. <br />Except for holders of Federal Establishments' PPRs, no entity shall <br />divert or use colorado River water except by contract with the Regional <br />Director. Except for specific contracts for surplus water or unused <br />apportionment that are referenced in paragraph (b)(5) of this section, <br />such contracts are for permanent service as required by section 5 of the <br />Boulder Canyon Project Act. Holders of Federal Establishments' PPRs are <br />encouraged to enter into written water service agreements with the <br />Regional Director. <br /> <br />(b) Tvoes of aareements. The Regional Director shall utilize the <br />following agreements in establishing or administering entitlements to <br />use of Colorado River water: <br /> <br />(1) Intra-aeencv aareements. An intra-agency agreement is <br />a written agreement between Reclamation and another Federal agency <br />within the Department of the Interior that receives water service. <br /> <br />(2) Interaaencv aareements. An interagency agreement is a <br />written agreement between Reclamation and another Federal agency outside <br />the Department of the Interior that receives water service. <br /> <br />(3) Aareements with Indian holders of Federal <br />Establishments' PPRs. In accordance with Article II (D) of the Decree, <br />agreements with Indian holders of Federal Establishments' PPRs will not <br />be required. However, Reclamation strongly recommends a written <br />agreement with each Indian holder of a Federal Establishments' PPR to <br /> <br />18 <br />
