<br />. <br /> <br />. <br /> <br />mainstream which later flows back to the mainstream and is available for <br />consumptive use in the United States or in satisfaction of the Mexican <br />Treaty obligation. <br /> <br />(ii) "Secretary" means the Secretary of the Interior and his duly <br />authorized representatives. All correspondence and communication with <br />the United States on matters related to the Secretary's role under these <br />regulations should be directed to the Regional Director as the <br />Secretary's authorized representative. <br /> <br />(jj) "Seven Party Agreement" means the agreement dated August lB, <br />1931, among Palo Verde Irrigation District, Imperial Irrigation <br />District, Coachella Valley Water District, The Metropolitan Water <br />District of Southern California, City of Los Angeles, City of San Diego, <br />and the County of San Diego which establishes, except for holders of <br />PPRs or Federal Establishments' PPRs, apportionments of and priorities <br />to Colorado River water for use among the named parties in California <br />and the Yuma Project of the United States within California. <br /> <br />(kk) "Small user" means a user as defined in S 41S.12(b)(2). <br /> <br />(11) "Southerly International Boundary" means that portion of the <br />boundary between the United States and Mexico that is delineated by the <br />border between Mexico and the State of Arizona that extends <br />southeasterly from the Colorado River. <br /> <br />(mmf "Subsurface water" means water beneath the land surface. <br /> <br />(nn) "Surface water" means water at or above the land surface. <br /> <br />(00) "Surplus water" means mainstream water determined by the <br /> <br />10 <br />
