TIlis initial <br /> <br />program had an investigation phase spread OVer a 6-year period, with <br /> <br />costs averaging about SI.75 million annually. The second phase was <br /> <br />to involve implementation of a basin-wide salinity Control plan. <br /> <br />During the Federal reorganization activities which transferred the <br /> <br />responsibilities of rWQA of the Department to the newly established <br /> <br />Environmental Protection Agency, the program became inactive. <br /> <br />Subsequently, the Colorado River Board of California prepared and <br /> <br />issued a report in 1970 entitled "Need for Controlling the Salinity <br /> <br />of the Colorado River." The EPA also completed a report on the <br /> <br />mineral water l'luality. The report, entitled "The ~Iineral Quality <br /> <br />Problems in the Colorado River Basin." was completed in 1971 and <br /> <br />pulled together the studies nade durinp, the period 196.3-1970. <br /> <br />Under the direction of the Water ~csources Council, a State-Federal <br /> <br />interagency group prepared a fraMc~ork program for the development <br /> <br />and management of the "':lter and related land resources of the llpper <br /> <br />and Lower Colorado Re~ion. These reports, ahstracted in the next <br /> <br />section of this report, rcconrncnded continuinr. studi~s of the Region's <br /> <br />increaSingly cOl:1plcx water ouality isslles and sllggested various salin_ <br /> <br />i ty control measIJres.
