<br />Releases were made Crom John Martin Reservoir to Kansas at its <br />request during July, August, and September. <br />On August 18, 1981, 31.35 acre-feet of water was credited to the <br />Permanent Recreation Pool from the Muddy and Rule Creek water <br />rights. The State of Colorado acquired these water rights in the 194(;; <br />and transferred 5000 acre.feet of storage for such purpose from Muddy <br />Creek Reservoir in 1968 (Civil Action 11432, Bent COlU1tyl. <br />At the end of the swnmer storage season and the 1981 Compact <br />year. 2400 hours October 31,1981, the Reservoir contained 13,713 acre- <br />feel. There was no water in conservation storage but the Storage <br />Accounts contained 8,152 acre-feet and the Permanent Pool contained <br />5.561 acre-feet. <br />The technical data for this section was compiled by the Colorado <br />Water Conservation Board staff using data from the Operations <br />Secretary, Arkansas River Compact Administration, the U.s. <br />Geological Survey, Colorado Division of Water Resources and the <br />minutes and correspondence oC the Arkansas River Compact <br />Administration. <br /> <br />9. GAGING STATIONS <br /> <br />In general, streamflow records of satisfactory accuracy were ob- <br />tained at the compact stations. Emphasis was continued on performing <br />additional field work to increase the accuracy of the records and on <br />providing current streamflow data to the Administration and State <br />officials, as required. Along with this effort, a new gage on the <br />Arkansas River at Granada was installed in October, 1980. In addition <br />a phone linked telemark was installed on the staff gage at John Martin <br />Reservoir. <br />The control for the Purgatoire River near Las Animas continues to <br />be a problem, but the expense of a permanent control is probably not <br />justified. The changing of the stage-discharge relationship by beavers' <br />building brush dams just downstream from several of the gages is the <br />source of the problem. <br />The administration approved a cooperative agreement with the U.S. <br />Geological Survey for the fiscal year October 1, 1980, to September 30, <br />1981, in the amount of $11,400 - $5,700 for each party. These funds are <br />for the operation of the compact stations, the providing of current <br />streamflow data, maintenance oC radio equipment, and the preparation <br />of records for the Annual Report. <br /> <br />10.
