4. The Secretary mayor may not be a member of the i\dministra'
tion. He shall be elected by the Administration at its annual meeting
and shall serve until the next ~nnu(ll meeting and until his successor is
elcct~d, except that lie may be elected ;J.t any meeting of the Administra-
tion prior to the holding of the first annual meeting, ;1Jld lJl sHen C.l.Se.

5, The Treasurer mayor may' not be a mi:.mber of the Admln1stTi\'
tion; and the office of Sccf'<?tary and Treasurer may be held by the same
person if directed by the Adminlstration. He. shall be elected at the
annual meeting of the Administration and shall hold office until his suc'
cessor is elected and Sh,lll have qm.lified, except a treasurer may be elected
prior to the :first annual meeting of the Administration and in sudl case
shall hold office until such annual meeting. He shall receiv~, hold, dis-
nurse and keep records of all funds of the Administratlon; and he .shall
furnish a bond for the faithful performance of his duties in SllCh amount
as the Administration may djn~ct. The cost of such bond shall be paid
by tht: Administration. In the case of a vacancy in the offiu: of Treas-
urer, the Administration shall, at its next meeting, v,:hether r~gular or
SpCCidJ, appoint a slIccessor to serve for the unexpired term.
6. The Administration m3.Y employ sllch engineering, legal, clerical,
and other personnel <t6, in its judgment, Tllay be ncce.ssary. They shall
receive such compensation and perform such duties as may be fixcd by
the Administration. Such employees shilll not he considered as ..::mployces
of either Colorado or Kans~ls.

ARTICLE 1Il

PRINCIPAL OFFICE

1. The principal office and place of bu:;m~ss of the Admim:;tratioll
shall be located in the City of Lamar. Colorado.
2. The principal office shall be open for husines:::i on such hours and
