The fiscal accounts of the Administration and its employees shall not be subject to the auditing and accounting procedures of either the States of Colorado or Kansas; provided, that each State. shall hi\Ve the right to make an exarnination and audit of the accounts of the Ad, ministration at any time. 5. All receipts and disburscments of the Administration shall bc audited yearly by a certifil~d public accountant to be selected by the Ad, ministration, and the report of audit shall be. in..::luded in the anm.lJI re' port of the Administration. 6. The Treasurer shall prepare. and keep an up-to,date inventory of all the property of the Administration. 7. The fiscal year of the Administration sh,1I1 hegin July 1 of cilch year and end June' 30 of the next succeeding Yl2'ar. ARTICLE VIII ANNUAL REPORT 1. The report-year ~cfcrrcd to in this Article for the making of the annual report shall commence on Novemher 1 and end on the suc- ceeding October 31. 2. The Administration shall makc and trilllsmit on or before Jan. uary first of each year to the Governors of the States of Colorado and Kansas and to the President of the United St.1tcs a report covering its activities for the preceding rcport-year. The ~nnuaI report shall include, among other things, the following: (a) The receipts and cxpcndium.:s of ;.111 funds of the Admin' istration and all pertinent financial data. (b) All hydrologic data rdating (0 the Arkansas River which the Administriltion uccms pertinent. (c) Statements as to coopl'rative studies of water 5uppllcs made: during the rrcceding ye.ar, including l:ooperativc studies and activities with any Federal agency. (d) All findings oi iact made by the Administration during the preceding year. (c) Such othcr pcrtinent matters as the. Administration may deem advisable. ARTICLE IX SEAL 7. The official seal of the Administration shall be circular in form with the words "ArkansJs River Corn pact Administra.tion" imprinted around the: border and the word "Seal" in the center thereof. '2.
