ARTleLE VI

RULES AND REGULATIONS

1. Tht': Administration shall adopt Rules and Regul<l.tions necessary
for the admmistration of the Arkansas River Compact, consistent there-

Arkansas River Compact". The representatives on the Administration
from each State shall designate the newspaper in their State in which
such puhlication shall be made. No Rule-or Reg-uhtion and no change
in any Rule or RegulC1tion shall be ('ffective until a d<ttc specifically stated
in the published noticL:, which (bte shall be at le;lst [cn days after the
last publication.
4. The provisions, cOfl:talned in this Article, for Rules and Regula-
tions and notice thereof shall not he effective. in the case of any notice
which is otherwise required under the Arkansas. River Compact or in
any case where, in thr. judgment of the Administration, effective :tdmin.
istration and the public intCfest under the Arkansas River Compact, re-
quire more expeditious action.
5. It s11all be the duty of the Secrctary to see that the necessary
notices are published ;15 herein required.
6. It shall be the duty of the Secretary to compile the Rules dnd
Regulations of the Administration and to prepaTe copies for distribution
to the public under such terms and conditi()ns as the Administration may
prescribe.

ARTICLE VII

FISCAL

1. All funds of the Administration shall be received bv the Treas
UTer and deposited by him to the credit of the Administration in a de.
pository Or depositories designa~ed by the Admlnistn.tion.
