<br /> <br />BACKGROUND <br /> <br />The CRSP, authorized by P.L. 84-485 on April 11, 1956, is a basin-wide program for <br />development and use of the Upper Colorado River. Its four storage units take in <br />the drainage area of the Upper Colorado River Basin, encompassing parts of <br />Wyoming, Utah, Colorado, Arizona, and New Mexico. Major purposes of the CRSP <br />include regulating the flow of the Colorado River; storing water for beneficial <br />consumptive use; making it possible for the States of the Upper Basin to utilize <br />apportionments made to and among them in the Colorado River Compact and the <br />Upper Colorado River Basin Compact; providing for the reclamation of arid and <br />semi-arid land; for the control of floods; and for the generation of hydroelectric <br />power, as an incident to the foregoing purposes. <br /> <br />Once Lower Colorado River Basin water and Mexican water treaty commitments <br /> <br /> <br />have been met, remaining water is then used to serve the needs of farmers, munici- <br /> <br /> <br />palities and industry in the upper basin. Delivery of this water to consumers is <br /> <br /> <br />accomplished through marketing entities referred to as participating projects. <br /> <br />In addition to the water functions, the project provides benefits for power, flood <br />controi, navigation, water quali ty, fish and wildlife and recreation. <br /> <br />CRSP currently includes four storage units, a transmission division, and 20 <br />participating projects. The four storage units and 10 of the panicipating projects <br />were authorized by P.L. 84-485. The remaining 10 participating projects were <br />authorized by subsequent Acts of Congress. <br /> <br />7 <br />
