Local interests were informed of the recommends,tions of the re- <br />porting officers and given an opportunity to present additional informa- <br />tion to the Board. Careful consideration has been given to the communica- <br />tions received. <br /> <br />Vieve and Recommendations of the BOR~ of Engineers for Rivers and Harbors. <br /> <br />9. The Board of Engineers for Rivers and Harbors concurs in general <br />in the views of the division engineer. Additional improvements for the <br />control of floods and development of water resources are needed on <br />Purgatoire River in the vicinity of Trinidad, Colorado. Since the author- <br />ized local protection project will not accomplish all of the desired re- <br />sults, a more comprehensive plan is necessary. The Board considers that <br />the plan of improvement recommended by the reporting officers is suitable <br />and will provide for the beneficial use of the limited water supply in <br />the upper basin. The Board notes that land-enhancement benefits amount- <br />ing to $26,000 annually will accrue as a result of the flood-control <br />features of the improvement. In accordance with existing policy in <br />cases of this nature, local interests should be required to contribute <br />toward the first cost allocated to flood control an amount determined by <br />the relationship of land-enhancement benefits to total flood-control <br />benefits. Their contribution on this basis should be 4.5 percent of the <br />first cost allocated to flood control, presently estimated at $372,000. <br />The division en~ineer advises that local interests indicate thev will <br />
