Environment <br /> <br />Preservation or enhancement of <br />environment is. a matter of the <br />highest importance in the plan- <br />ning, construction, and operation <br />of all Colorado River storage <br />features. Contracts for water ser- <br />vices, grants of rights-of.way and <br />indentures of leases for use of <br />Federal land, supply contracts, and <br />participating agreements approved <br />by the Secretary of the Interior <br />include language to control water <br />and air pollution, to require res- <br />toration and reseeding of lands <br />scarred by construction and oper- <br />ation activities, and to encourage <br />conservation of the aesthetic <br />beauty of nature. <br /> <br />Operation of the reservoirs of the <br />Colorado River system schedules <br />releases from F ontenelle Reservoir <br />so the flow pattern will not ad. <br />versely affec.t the ecology of down- <br />stream geese-nesting areas. Mini- <br />mum flows are maintained below <br />all darns to provide a desirable <br />habitat for fish, animal, and plant <br />Hfe. Flood control operations at <br />Navajo Re:::ervoir and Lake ~Iead <br />protec"t the downstream channels <br />and flood plans from erosion and <br />scouring during periods of high <br />Row. Recent proposals for se\'eral <br />large thermal-electric generating <br />plants cooled with water ann for <br />coal gasification plants utilizing <br />water from Reclamation facilities <br />in the Colorado River system h,we <br />required special consideration to <br />protect the environment and ecol- <br />ogy of the area.
