Summary and Discussion
of Public Comments

Introduction

Prior to the August 11th public meetings in Ft. Collins,
letters and written comments had been received from 15-20 members
of the general public. About 45 people spoke at the August 11th
meetings and about 25-30 written statements ann letters were
received.

Summary of Comments

The vast majority of comments have:

(1) Expressed opposition to any study or proposal to
construct dams on the Cache la poudre because of
concerns about the environmental, recreational, and
social impacts which would result;

(2) Argued that the study is too narrow in scope in that it
does not address means for developing new municipal
water supplies, improving the management of already
developed waters, and generating power other than with
the construction of water development projects;

(3) Faulten the study for excluding an evaluation of the
environmental, recreational, and social impacts of the
eight preliminary alternative projects; and

(4) Addressed various issues with respect to the analytical
procedures, methodologies, and assumptions employed in
the economic evaluations of the eight preliminary
alternatives.

There have been several persons who have spoken in favor of
project development in the canyon. Their comments have most
often concerned improving the management of already developed
waters for the benefit of irrigated agriculture in the lower
Cache la Poudre basin and the POtential use of hydropower
revenues to pay for project costs.
