<br />specifYing individual monitoring and research projects that will be used to accomplish objectives <br /> <br />and information needs specified by the stakeholders and outlined in the Strategic Plan. <br /> <br />The FY98 Annual Plan is best understood in the context of the Strategic Plan. Although <br /> <br />some elements of the Strategic Plan are not contained in the FY98 Annual Plan, all the major <br /> <br />resource areas of investigation, as well as programs on information technology, are included. <br /> <br />The following summary of the Strategic Plan program goals provides a brief introduction <br /> <br />to the plan, as well as an overview of each major element of the plan. <br /> <br />AN OVERVIEW OF THE STRATEGIC PLAN: 1998-2002 <br /> <br />The Strategic Plan is designed to implement new concepts of adaptive management and <br /> <br />ecosystem science called for in the GCPA and GCDEIS. The areas of monitoring, research, and <br /> <br />information technology outlined for physical, biological, cultural, and socioeconomic resources <br /> <br />will be implemented over a five-year period. Annual program plans are required to assure <br /> <br />appropriate progress on critical elements of the Strategic Plan. <br /> <br />All elements of the Strategic Plan, and all monitoring programs, research projects, and <br /> <br />information technologies drafted into annual program plans, incorporate the ecosystem science <br /> <br />paradigm and are developed cooperatively with the AMWG. All proposed programs relate to <br /> <br />determined or potential resource impacts in the riverine corridor associated with the Secretary of <br /> <br />the Interior's decisions and the GCDEIS. <br /> <br />Independent reviews of past research in Grand Canyon have concluded that several issues <br /> <br />need to be addressed to ensure progressive future monitoring and science programs that associate <br /> <br />changes in critical resources to dam operations.
