<br />CHAPTER 1 <br />ANNUAL PROGRAM PLANS AND <br />THE LONG-TERM STRATEGIC PLAN <br /> <br />INTRODUCTION <br /> <br /> <br />The Fiscal Year 1998 Annual Monitoring and Research Plan (Annual Plan) represents the <br /> <br /> <br />first year of implementation ofthe Long-Term Monitoring and Research Strategic Plan (Strategic <br /> <br /> <br />Plan). The two plans taken together are the required instruments for implementing science <br /> <br />programs of the Grand Canyon Monitoring and Research Center (GCMRC). <br /> <br />The Strategic Plan, drafted for fiscal years 1998-2002, will be reviewed by the Adaptive <br /> <br /> <br />Management Work Group (AMWG), as specified under the Grand Canyon Protection Act <br /> <br /> <br />(GCP A) and Glen Canyon Dam EIS (GCDEIS). The Strategic Plan and associated funding will <br /> <br /> <br />be approved by the Secretary of the Interior prior to implementation. <br /> <br /> <br />The Strategic Plan recommends monitoring and research strategies to determine the effect <br /> <br /> <br />of the Secretary's actions on the natural, recreational, and cultural resources of Grand Canyon <br /> <br /> <br />National Park and Glen Canyon National Recreation Area as specified in the Grand Canyon <br /> <br /> <br />Protection Act. General strategies outlined in the Strategic Plan must be made more definitive by <br /> <br /> <br />drafting specific monitoring and research proposals to be implemented within a given year or <br /> <br /> <br />across several years of the Strategic Plan.
