<br />PLANNING QUESTION 4: How will the Forest's long-range management <br />developed to best cooperate with community, private industry, <br />federal, state, and local government goals and objectives? <br /> <br />planning be <br />and othe r <br /> <br /> <br />The issues and concerns related to this question are concerned with the Forest <br />environment and the use of vegetation management techniques to maintain and <br />improve it. Of concern are wa ter and air quality, visual quali ty, litter, <br />cultural resources, and the cave resource. The effect of insects and disease <br />on trees is also of concern. <br /> <br />PLANNING QUESTION 3: How and where will transportation systems and facilities <br />be developed and managed, land adjustments accomplished, and rights-of-way <br />acquired to support protection and management? <br /> <br />The issues related to this question deal primarily with access to the Forest <br />and the roads within it for the public's recreation use. The public wants <br />safe, well-maintained roads. There is also concern about the amount of road <br />mileage which remains open for public use after the initial purpose of the <br />road is satisfied. <br /> <br />There is concern about the effects of Forest management on industry user <br />groups, government entities and others. There is also concern about how the <br />actions of these entities affect Forest management. <br /> <br />PLANNING QUESTION 5: How will the Forest be managed in response to the <br />impacts of increasing recreation use in developed and undeveloped areas? <br /> <br />The issues related to this question deal with development, operation, and <br />maintenance of developed recreation sites and the conflicts that could and do <br />exist between recreationists and other uses of the Forest. <br /> <br />PLANNING QUESTION 6: How will the Forest manage its timber resource to renew <br />and maintain a viable timber industry? <br /> <br />The concerns related to this question are based on the realization that the <br />timber industry is an important element in the overall management of vegeta- <br />tion for all resources. Yet, the industry currently has problems because of <br />high labor and development costs and low value products. <br /> <br />PLANNING QUESTION 7: How will the Forest respond to conflicts between live- <br />stock and other uses to retain the local livestock industry? <br /> <br />The issues in this question deal with the need to manage livestock grazing <br />well and in concert with other resource uses. There is concern about whether <br />the industry can survive in the face of pressure for conversion of base ranch <br />lands for recreation and residential use. <br /> <br />PLANNING QUESTION 8: How should the Forest be managed in response to increas- <br />ing demands for water? <br /> <br />The major issues are the potential for trans-basin diversions and appropriate <br />methods of vegetation management to increase water yield while meeting water <br />quality standards. There is also conCern about other water uses which have <br />the potential to conflict with water needs for Forest management. <br /> <br />4 <br />
