<br />.' <br /> <br />3 <br />The results of operations under Minute No. 242 are shown graphi- <br />cally on Exhibit 2, which also shows the salinity of the waters <br />arriving at Imperial Dam and of the watars made available to <br />Mexico at the Northerly International Boundary (N.I.B.) since <br />1951, the first full year of deliveries to Mexico under the Water <br />Treaty of 1944. The differential has been met through March 1992 <br />by interim measures in the united states and certain high flow <br />years. In April 1992, the USBR under Title I PL 93-320 began <br />operating the Yuma Desalting Plant (YDP), envisioned in PL 93-320 <br />as a means for permanent compliance with the salinity differen- <br />tial. However, the YDP was shut down during the high Gila River <br />flows during 1993. <br /> <br />The interim measure adopted by the United states to effect the <br />agreed upon salinity differential pending operation of a desalt- <br />ing project, consists of discharging of all Wellton-Mohawk drain- <br />age waters by means of a bypass channel to the Santa Clara Slough <br />on the Gulf of California and substituting for such waters an <br />equal volume of other waters.
