<br />(7) The lands are requested for withdrawal for protection of scenic river
<br />values during the interim period while congress is contemplating legislation
<br />for withdrawal under the Wild and Scenic Rivers Act. The lands are presently
<br />designated as a Wild and Scenic River Study area, but this designation ends in
<br />April, 1988 and final legislation has not been passed.

<br />(8) The lands are being withdrawn for the protection of scenic and
<br />recreational river values, all noncompatible uses such as sale, settlement,
<br />location or entry under the public land laws, including the mining laws are
<br />contrary to public purposes and should be precluded to protect these values.
