The Task Foroe is comprised of agenoies at the <br />state, looal and federal level and as well, interest groups involved in <br />nonpoint source water quality issues. The Division is a member of the Task <br />Force and serves to coordinate nonpoint activities to meet statewide needs. <br />The Task Force proposes changes in the form of updates to the State Assessment <br />Report, Manag,ement programs, and BMP's as well as proposing demonstration <br />projeot areas and educational programs for nonpoint source funding efforts. <br /> <br />" <br />~ <br /> <br />'. <br /> <br />;.; <br /> <br />2. Water Oualitv Control commission (Commission I <br /> <br />. <br /> <br />The Water Qual~ty Control Commission is a nine member board, appo~nted by the <br />Governor, to serve as a regulatory and policy setting entity for water quality <br />issues in Colorado. Therefore, the Division is guided in its efforts to <br />conduct the nonpoint souroe program by the Commission. <br /> <br />~: <br />, <br />f. <br /> <br />The commission also holds public meetings or hearings, as required, on <br />portions of the state nonpoint sourOe program. These public forums allow <br />public input into the state Assessment Report, Management program activities, <br />and priorities for nonpoint source funding. Commission adoption of these <br />documents, and their updates, serve as final agency action. <br /> <br />..; <br />~ <br /> <br />:~, <br />~..: <br />~ <br /> <br />3. The Governor <br /> <br />~ <br />~: <br /> <br />Section 319 of the clean Water Act requires the Governor' to provide EPA with <br />the state Assessment Report and Management programs for nonpoint sources. <br />Therefore, the Governor's action on these items stands as final state action. <br />The Governor acts upon recommendations for these items, through the request of <br />the Water Quality Control Commission, and follows their recommendations on <br />these items. <br /> <br />. !~ <br />::.: <br /> <br />~." <br /> <br />~ <br />f.: <br />~~ <br /> <br />a. Role ,of the Colorado Nonnoint Source Task Force in Nonnoint source <br />Manaaement <br /> <br />:; <br /> <br />The colorado Nonpoint source Task Force was formed, at the request of the <br />Water Quality control Division, in May 1987. The Task Force was formed to <br />serve as a Oombination advisory and work group to assist the Division in <br />creating COlorado's nonpoint source program. The Task Force provides a two <br />tier approaoh to assisting the Division in developing and maintaining nonpoint <br />source programs. The first tier is an advisory committee of twenty-five <br />members which directly advises the Division on nonpoint issues. The second <br />tier consists of subcommittees with open membership which provide direction to <br />the advisory oommittee representing specifio areas of nonpoint source <br />concern. The role of the subcommittees of the Task Force is particularly <br />critical in defining the direction of the Colorado Nonpoint Souroe program. <br />These subcommittees will serve to provide maintenance of a statewide program <br />and to provide strategies for nonpoint source control. <br /> <br />Page 8 <br />
