<br />... .'l <br /> <br />Chapter 4 <br /> <br />Data and Databases <br /> <br />Since September.of 1995, the data management plan that provides a foundation for <br />administration of wells in the Arkansas River basin in Colorado has continued to develop. <br /> <br />Data Development <br /> <br />The Well Structure database (referred to as WSn, with "n" being the new number <br />assigned to each revision of the database; e.g. WS4, WS5), is the cornerstone of the data <br />management structure for wells in the Arkansas River basin. The function of the WSn <br />database is to maintain a record for each well subject to administration. The records are <br />defined by an identification number which is the link between information contained in other <br />databases and the physical structure. Each well inventoried has been assigned an <br />identification number which is placed on a tag that is posted at the well site as a pennanent <br />marker. The WSn database also includes important information about each well, such as the <br />pennit number and the Water Court case number in which the water right for the well was <br />decreed . <br /> <br />Work on the WSn database has focused on three areas. First, additional records have <br />been added as the field inventory of wells progressed. WS4 includes 3,212 records, of <br />which 2,886 are in the valley fill and surficial aquifers from Pueblo to the Stateline (the area <br />subject to Rule 3 of the 1996 Use Rules). The release of WS5 (estimated for March I, <br />1996) will complete the database for the area subject to Rule 3 (approximately 30 additional <br />wells will be added). <br /> <br />Second, WS4 has been compared to the A WEL 7 database (A WEL 7 is based upon <br />well pennits and court decrees). Identification numbers have been assigned to wells in <br />A WEL 7 and differences between the databases have been resolved. <br /> <br />Third, information has been added to the WS4 database that will be needed for <br />administration under the 1996 Use Rules. Three specific geographic areas are defined in <br />Rules 3, 4 and 5. Each well in WS4 has been assigned to one of these areas and the ditch <br />assignment has been transferred from AWEL7. Some wells included in WS4 within the <br />valley fill and surficial aquifer area are not included in A WEL 7. These wells are in the <br />Dakota or Cheyenne formations which are subject to the 1994 Measurement Rules but are <br />not subject to the 1996 Use Rules.
