The Colorado water <br />3 . conservation board is hereby authorized to expend not more than <br />4 one hundred fifty thousand dollars ($150,000) from the Colorado <br />5 water conservation board construction fund for these purposes. <br />6 (2) This water resource activity will be a <br />7 multi-objective study for the development of a management plan <br />8 that will assist in mitigating future flood losses and improve <br />9 irrigation supply within the state of Colorado. <br />10 SECTION 3. 37-92-502 (5), Colorado Revised Statutes, 1990 <br />II Repl. Vol., is amended to read: <br />12 37-92-502. Orders as to waste, diversions, distribution <br />13 of water. (5) (a) The state engineer and the division engineers <br />14 have authority to order any owner or user of a water right to <br />15 install and maintain at such owner's or user's expense necessary <br />16 meters, gauges, or other measuring devices and to report at <br />17 reasonable times to the appropriate division engineer the <br />18 readings of such meters, gauges, or other measuring devices. <br />19 (b) THE STATE ENGINEER AND THE DIVISION ENGINEERS HAVE <br />20 AUTHORITY TO ORDER ANY PERSON OR COMPANY SUPPLYING ENERGY USED <br />21 TO PUMP GROUND WATER TO PROVIDE, AT REASONABLE TIMES TO THE <br />22 APPROPRIATE DIVISION ENGINEER, RECORDS OF ENERGY USED TO PUMP <br />23 GROUND WATER.
