Pope and Ms. Mary Louise Clay <br />February 25, 1998 <br /> <br />Page 2 <br /> <br />," , <br /> <br />tV <br />0) <br />-.J <br />~ <br /> <br />Compact entitlements for those river reaches where no replacements or only partial replacements <br />were made to replace out-of-priority depletions to senior surface water rights in Colorado. <br /> <br />Table 3 shows the remaining stream depletions caused by irrigation pumping in excess of the <br />pre-Compact entitlements which were not replaced by making replacements to senior surface <br />water rights in Colorado. These stream depletions were computed using the wellhead depletions <br />shown in Table 2 with the Ground Water Accounting Model. Please note that in an reaches <br />below Jo1m Martin Reservoir replacements to senior surface water rights in Colorado replaced <br />0% of the stream depletions caused by pumping affecting those reaches. This percentage reflects <br />the fact that there was no can by a Colorado surface water right in those reaches on any of the 31 <br />days during December. The remaining depletions shown in Table 3 are the estimated stream <br />depletions caused by irrigation pumping in excess of the pre-Compact entitlements remaining <br />after replacements were made to senior surface water rights in Colorado. Table 3 also shows the <br />estimated depletions to usable Stateline flow, which were calculated using the assumptions in <br />paragraph 5.B. of the Resolution. Since the measured Stateline flow during December, 1997 was <br />36550 acre-feet, no replacement water was made available to Kansas under the provisions of <br />paragraph 5.B. of the Resolution. At the end of December, 1997, the remaining credit from the <br />previous releases of consumable water from the Offset Account was the 159.2 acre-feet reported <br />after the replacement operations conducted for November, 1997. <br /> <br />As of December 31, 1997,5316.12 acre-feet of water was being stored in the Offset Account, <br />3512.16 acre-feet of fully consumable water and 1803.96 acre feet of return flow water. <br /> <br />Please contact me if you have any questions or require additional information, <br /> <br />Sincerely, <br /> <br />4//JvIIzf <br /> <br />Steven J.
