RE: Monthly Report of Colorado Pwnping and Offset Account Operations for December, 1997

Dear Mr. Pope and Ms, Clay:

The purpose of this letter is to provide the monthly report required by paragraph 12 of the
Resolution Concerning an Offset Account in John Martin Reservoir for Colorado Pumping
dated March 17, 1997 ("Resolution"). This letter reports the monthly pwnping in excess of
Colorado's pre-Compact entitlement, Colorado's monthly accOlmting of Compact compliance,
and the status of water delivered to the Offset AccolUlt, all during the month of December, 1997.

Table 1 shows the amolUlt ofpwnping during the month of December, 1997 by irrigation wells
pwnping from the Valley Fill Aquifer and surficial aquifers along the Arkansas River between
Pueblo and the Stateline, as well as the corresponding wellhead depletions, by user group. The
wellhead depletions were computed using the preswnptive stream depletions in Rille 4.2 of the
AMENDED RULES AND REGULATIONS GOVERNING THE DIVERSION AND USE
OF TRIBUTARY GROUND WATER IN THE ARKANSAS RIVER BASIN,
COLORADO ("Rules") approved in Case No. 95CW21 1.

Table 2 shows the wellhead depletions due to pwnping by irrigation wells in the user groups
below John Martin Reservoir that is in excess of the pre-Compact entitlements,

Since the out of priority depletions caused by pumping above John Martin Reservoir were fully
replaced, and that accolUlting has been provided to Kansas, and since no depletions caused by
pwnping below John Martin Reservoir which affect senior surface water rights in Colorado
needed to be replaced, and that accolUlting has been provided to Kansas, the accolUlting in this
report shows only remaining depletions caused by irrigation pwnping in excess of the pre-
