<br />(9) <br /> <br />(10) <br /> <br />(j fJCj 8 8 6 <br /> <br />(7) In S. 1111, the language of Section 201 !oas been modified <br />to authorize the President to declare the establishment of <br />a River Basin Water Resources Commission upon request <br />by the Council or request addressed to the Council by a <br />State, if the request by the Council or State is concurred <br />in by the Council and not less than half of the States, In <br />S. 2240, the President would have been authorized, upon <br />the request of the Governor or one or more of the affected <br />States, to create a River Basin Water Resources Commission. <br /> <br />(8) <br /> <br />On the Senate floor Senator Allott offered an amendment <br />that was accepted that provides that wherever a river basin <br />has been divided into sub-basins by an Act of Congress or <br />by an interstate compact to which the consent of Congress <br />has been given, each sub-basin shall be treated as a <br />separate basin. <br /> <br />I <br /> <br />.. <br />~ <br /> <br />c' <br /> <br />Under the terms of S .1111. when sufficient concurrences <br />are not forthcoming from the States to effectuate a request <br />of the Council that a Commission be established, the <br />Council may upon a finding of need recommend to the <br />President that such planning as is otherwise authorized <br />by law proceed. <br /> <br />In Section 202 of S. 2246, all T1'.embers of the River Basin <br />Commissions were to be appointed by the President. In <br />S. 1111 the President is given the authority to appoint <br />the chairman of the Commission, who shall serve as <br />chairman and coordinating officer of the Federal members <br />of the Commission and represent the Federal Government <br />in Federal-State relations on the Commission. One <br />member would be appointed by the head of each Federal <br />department or independent agency determined by the <br />President to have a substantial interest in the work to <br />be undertaken. The President still appoints representativGs <br />from the United States section of any international com- <br />missions that had been created by a treaty to which consent <br />of the Senate had been given. State members of the river <br />basin commissions would be appointed in accordance with <br />the laws of the State that each represents. An interstate <br />agency would be allowed to appoint its own members on <br />the river basin commission. <br /> <br />I <br /> <br />~ <br />~ <br /> <br />(11) Under S. 2246, the President would be the only one to <br />terminate a commission.
