R. 3704 (Aspinall) of the 86th Congress, which, had it <br />been enacted, would have authorized the establishment of <br />Water Resources Commissions. <br /> <br />(b) H. R. 2202 (Aspinall) and 2287 (Saylor) of the 87th Congress <br />were re-introduced versions of H, R. 3704, <br /> <br />(e) <br /> <br />A draft bill prepared during the Eisenhower Administration <br />and transmitted to the Congress in January 1961 by the <br />Director of the Bureau of the Budget which would have <br />established Regional or River Basin Water Resources Com- <br />missions. This draft bill became Title II of the present <br />proposed Water Resources Planning Act, S. 1111. <br /> <br />" <br />t <br /> <br />S, 1778 (Kerr and Case) of the 87th Congress would have <br />authorized a Presidentially appointed Water Resources <br />Planning Board and $5,000,000 per year for grants to <br />States for ten years to assist them in developing plans. <br /> <br />" <br /> <br /> <br />I <br /> <br />S. 1629 (Anderson and 15 Senators) of the 87th Congress <br />would have authorized $5,000,000 per year for ten years <br />as grants to the States to assist them in planning. <br />S. 1629 and S. 1778 are essentially identical to Title III <br />of the present version of S. 1111 . <br /> <br />I <br /> <br />(f) <br /> <br />S. 2246 (Anderson) and H.R. 8177 (Aspinall) the proposed <br />Water Resources Planning Act of 1961, were sent to Con- <br />gress by President Kennedy, and introduced by the sponsors <br />in July 1961. These bills are the direct antecedents of <br />S. 1111; although Titles I and II have undergone major <br />revision. <br /> <br />It is reasonable to assume from this brief summary of recent background, <br />that S. 1111 has evolved as a bi-partisan proposal. <br /> <br />Committees of the House of Representatives have not held hearings <br />on proposed Water Resources Planning Acts. The Senate Committees on Public <br />Works and Interior and Insular Affairs held hearings on S. 2246 In 1961 and <br />1962 during the 87th Congress. At these hearings there was little opposition <br />to Titles I and III of the President's Bill, which provided for the establishment <br />of a Federal Water Resources Council composed of four Secretaries whose <br />Departments have major water resources programs, and for the authorization <br />of financial aid to the States. There was considerable opposition to Title II <br />that provided for the creation of river basin water rl:lBourees esmmiSlli61\i1. <br />It appears that most of this opposition was directed at the nature of the <br /> <br />- 2 - <br />:\. <br />
