Prior to the <br /> <br />test work a thorough international literature search should be conducted. <br /> <br />Perhaps manufacturers could be interested in participating in the test work <br /> <br />to prove or improve their devices. <br /> <br />An in-depth route study and detailed survey should be conducted. This <br /> <br />might allow the selection of an improved location for the pipeline. Also, <br /> <br />the willingness of the city of Oxnard or any other city to provide the port <br /> <br />should be examined. <br /> <br />A detailed analysis of ship loading and market requirements is needed. <br /> <br />Such things as coal quality and market requirements, spontaneous combustion <br /> <br />or explosion potential, and other similar factors must be evaluated. If a <br /> <br />dried coal is to be shipped, the capsules must be loaded and unloaded from <br /> <br />the ship. Whether and how this is done will require a thorough investigation <br /> <br />of both capsule handling equipment and related port requirements. <br /> <br />Finally, a thorough and comprehensive analysis of the potential <br /> <br />environmental, governmental, and other impacts must be made. This analysis <br /> <br />should include the methods and degree of interfacing of the proposed pipeline <br /> <br />and the proposed federal desalinization program. <br /> <br />The concept is a good one, but the successful operation of the system <br /> <br />will require a market for 10 to 15 million tons of coal per year. Therefore, <br /> <br />the potential customers for the coal must be identified early and their par- <br /> <br />ticipation in the project obtained. <br /> <br />A further potential for the manufacture and marketing of the capsule <br /> <br />pipeline concept exists. If the utility of the concept can be demonstrated, <br /> <br />applications outside of W.R.
