Later, a public <br /> <br />attitude survey described in a previous section, further aided in <br /> <br />establishment of planning goals and priorities. Collectively <br /> <br />this resulted in establishment of subbasin goals that were similar, <br /> <br />but where the means of achieving them varied between subbasins. The <br /> <br />following goals were established but without any ranking preference: <br /> <br />1. Reduce damages from flooding and high water table on <br />urban and agricultural land. <br /> <br />2. Stabilize the economy through agricultural and recreation <br />development. <br /> <br />3. Provide outdoor recreation opportunities. <br /> <br />4. Satisfy municipal and industrial water demands. <br /> <br />5. Satisfy rural domestic,and livestock water demands. <br /> <br />6. Provide opportunities for enhancing fish and wildlife. <br />7. Meet state water quality standards. <br /> <br />8. Provide land conservation and sediment control measures. <br /> <br />9. Maintain or enhance environmental quality. <br /> <br />Multiple Objective Planning <br />When the study was initiated the tentative national guide- <br /> <br />lines of the Water Resources Council called for planning objectives <br /> <br />including "Regional Development." This was deleted later. Cur- <br /> <br />rently and as finally used in this study, the multiobjective plan- <br /> <br />ning concept outlined in the Water Resources Council's Principles <br /> <br />and Standards calls for planning to meet two objectives--national <br /> <br />economic development (NED) and environmental quality (EQ). Al- <br /> <br />ternative plans each emphasizing either national economic develop- <br /> <br />ment or environmental quality were formulated and the beneficial <br /> <br />and adverse effects of elements included in these two objective <br /> <br />1-15 <br /> <br />
