The Task Force on Plan Formulation, consisted of <br />the planning board plus citizen advisors. <br /> <br />Citizens' Advisory Committees <br />Public involvement in the study was accomplished partially <br />through citizens' Advisory Committees. Four committees were <br />organized--one for each of the subbasins. Membership on the com- <br />mittees was provided by representatives from the 13 interest groups <br />shown on figure 1-2. <br />Meetings were held with each of the groups at regular inter- <br />vals to advise them of study progress and to receive their sug- <br />gestions regarding local interests, concerns, or proposals. They <br />also reviewed the alternatives and recommended plans as these <br />were formulated. Each member and alternate of the advisory com- <br />mittees was assigned to a task force to provide input from a local <br />viewpoint and to carry information back to the interest groups <br />being represented. <br /> <br />PROCEDURES <br />A Plan of Study developed early in 1972 defined task force <br />assignments, established schedules for their completion, and pro- <br />vided a budget estimate for each federal agency during the entire <br />study period. The interrelation between task forces was defined <br />from initial assessments and used to establish a study control <br />schedule. The Plan of Study, including the study control schedule, <br />served as a guide for study management. <br /> <br />Regional Planning Goals <br />In July 1972 public meetings were held across the basin to <br />secure public input in establishing subbasin planning goals.
