<br />.-:.....;:.~ <br />~.;..... <br /> <br />o <br />'''_J <br />c..J <br /> <br />~... -' <br /> <br />.... <br />CJl <br /> <br />CHAPTER 2 <br /> <br />BACKGROUND FOR THE STUDY <br /> <br />John Martin Reservoir. which is located on the <br /> <br />Arkansas River near the community of Las Animas in <br /> <br />southeastern COlorado as shown on the map in the <br /> <br />attached pocket, was constructed by the U. S. Army <br /> <br />Corps of Engineers for the purposes of flood control <br /> <br />and conservation of irrigation water. The project was <br /> <br />authorized by the Flood Control Act of June 22. 1936. <br /> <br />Subsequent enactments provided that all costs for con- <br /> <br />struction. operation. and maintenance be borne by the <br /> <br />federal government. construction began in 1939 but <br /> <br />was suspended during the war years. and the project <br /> <br />became operational in 1948. According to the most <br /> <br />recent area-capacity table, the reservoir capacity at <br /> <br />maximum pool elevation is about 621,000 acre-feet. of <br /> <br />which. about 351.000 acre-feet is conservation storage. <br /> <br />Nine irrigation ditches in Colorado. which make up <br /> <br />Water District 67, and eight ditches in Kansas divert <br />
