<br />., <br /> <br />. <br /> <br />. <br /> <br />o <br /> <br />SOUTHEASTERN COLORADO <br />Water Conservancy District <br /> <br />~ <br />~ <br />N <br />~ <br /> <br />MANAGER'S REPORT <br /> <br />December 17, 1968 - January 13,.1969 <br /> <br />December 17: Attended a meeting of the Engineering Committee of the Southeastern. <br />Colorado Water Conservancy District, during which time they reviewed carefully the <br />Black and Veatch, Elliot and Associates Engineering Report on the Proposed Valley <br />Pipeline between Pueblo and Lamar. That afternoon I attended a meeting in the U. S. <br />Bureau of Reclamation Offices with Division Engineer Rudy Styduhar, Deputy State <br />Engineer Bill Smith, Project Manager James Ogilvie, and other representatives of <br />the two Agencies. The topic of discussion was proposed gaging stations along the <br />Arkansas River, which would service the State of Colorado, the Bureau of Reclama- <br />tion, and the Southeastern Colorado Water Conservancy District needs in the future. <br /> <br />December 18: Attended a meeting at the Air Force Academy with representatives of <br />the Academy, and the American Legion, to discuss the possibility of Colorado Legion- <br />naires contributing a sizable sum of money to the Air Force Academy for a Memorial <br />at the. Cemetery in commemoration of the 50th Anniversary of the American Legion. <br />My participation was in my capacity as State Chairman of the 50th Anniversary Com- <br />mittee. <br /> <br />December 19: Attended a regular meeting of the Finance Committee of the South- <br />eastern Colorado Water Conservancy District, and the regular monthly meeting of <br />the Board of Directors. That evening I installed Officers in three of the Masonic <br />Lodges in the -Manitou Springs - Woodland Park area, and was afforded the opportunity <br />to discuss the Fryingpan-Arkansas Project and the Southeastern Colorado Water Con- <br />servancy District with gentlemen who might not otherwise be aware of the workings of <br />the two Organizations. <br /> <br />December 30: Met with Mr. Leo Surla, Executive Director, Southern Colorado <br />Economic Development District, to discuss the possibility of requesting funds for the <br />construction of the Valley Pipeline under different Federal Agencies. We developed <br />a rough outline which will be presented at the next regular meeting of the Executive <br />Committee of the Southern Colorado Economic Development District. <br /> <br />January 2: Met with Mr. L.A. Waddington, President, Oxford Farmers Ditch Com- <br />pany, to review the Inventory Questionnaire which he and his Officers completed. I <br />enjoyed having the opportunity to meet with Mr. Waddington as we did discuss a wide <br />variety of water matters including proposed water Legislation, the U. S. Geological <br />Survey Analog Program, and the Water Allocation Program being studied by the South- <br />eastern Colorado Water Conservancy District. <br />
