This was due to the dam being operated this summer according to the "Low Steady <br />Summer Flows" alternatives specified in the USFWS biological opinion for Glen Canyon Dam <br />operations EIS, published in 1995. <br /> <br />WATER QUALITY <br /> <br />Colorado River Basin Salinitv Control Forum <br /> <br />Reclamation's Basinwide Salinity Control Program <br /> <br />Last month I reported that the legislation to increase Reclamation's Basinwide Salinity <br />Control Program funding from $75 million to $175 million has been sent to the President for <br />signature after approval by both the Senate and House of Representatives, but was being held up <br />because of other unrelated issues. I can now report that on November 7'h President Clinton signed <br />the legislation into law. <br /> <br />Atlas CoroorationIMoah Uranium Tailings <br /> <br />On October 31 ", President Clinton signed the Floyd G. Spence National Defense <br />Authorization Act into law which among other things, authorizes the removal of the 10.5 million <br />tons of uranium tailings away from the Colorado River. The estimated cost of cleanup is $300 <br />million. The law does not provide federal money for the cleanup. Congress will have to appropriate <br />funds later. <br /> <br />The measure returns 84,000 acres offederalland in Utah to the Ute Tribe which was taken <br />from them during World War I. In return, the Tribe has agreed to pay the Department of Energy <br />about 8 percent of the proceeds from oil and gas development to help pay for cleaning up the <br />uranium waste. The Tribe's contribution is estimated to be about $80 to $100 million. <br /> <br /> <br />7 <br />
