One of the many outstanding issues to be resolved with <br />LCRAS, is how much of the phreatophyte use should be charged to each state. It is the staff s <br />opinion that a more detailed study on LeRAS is needed before LCRAS can be ado ted to monitor, <br />watcr use in the Lower lVlSlOn states. <br />- <br /> <br />- <br /> <br />California's Colorado River Water Use Plan <br /> <br />Cadiz Groundwater Storage <br /> <br />On November 26, 1999, the MWD and the Bureau of Land Management (BLM) distributed, <br />for a 90-day review and comment period, a Draft EIS/EIR entitled Cadiz Groundwater Storage and <br />Dry-Year Supply Program. After receiving public comments, the MWD and BLM, on October 18, <br />2000, released a Supplement for public review through December 4, 2000. This Supplement <br />provides additional infonnation regarding management of groundwater resources and related air <br />quality issues in response to the comments on th~ Draft EIR/EIS. <br /> <br />IID-SDCWA Water Transfer <br /> <br />As you are aware, one of the linchpin issues for California's Colorado River Water Use Plan <br />is the transfer of 200,000 acre-feet of water from agricultural to urban use. Included in the Board <br />folder is a notice from the State Water Resources Control Board, dated October 4'". announcing that <br />the public hearing on the transfer of conserved water it had tentatively set for November 28,2000, <br />has been rescheduled to a later date yet to be determined. The petitioners to the transfer have <br />indicated that the Draft ElR/EIS will be available for public comment in late December. <br /> <br />Colorado River Environmental Activities . <br /> <br />Lower Colorado River Multi-Species Conservation Program <br /> <br />As you are aware, the Lower Colorado River Multi-Species Conservation Program (MS.(::P) <br />Steering Committee is in the process of executing a contract with Science Applications International <br />Corporation (SAIC) and Jones & Stokes and A'ssociates to complete development of the MSCP <br />within 16 months. Currently the joint venture of SAIC and Jones and Stokes have initiated <br />preliminary tasks associated with the evaluation of existing data and work products and developing <br />a detailed scope-of-work and schedule for completion of the MSCP. Additionally, Mr. Harris, the <br />MSCP Point-of-Contact, is acting as liaison between the Ogden Team and the SAlC/Jones & Stokes <br />joint venture and facilitating the transfer ofinfonnation and equipment from Ogden to the new team. <br />Mr. Harris is also acting as the Steering Committee's representative in closing out the Ogden <br />contract with the National Fish and Wildlife Fo~dation. <br /> <br />On October 16,2000, the MSCP Steering Committee received a letter from Mr. Robert W. <br />Johnson, Regional Director of USSR's Lower Colorado Region, and Ms. Nancy M.
