<br />0023Gl) <br /> <br />. <br /> <br />. <br /> <br />Applicationfor Change in Place of Use for Miscellaneous Present Perfected Rights <br /> <br />Last month we discussed Mr. Sonny Gowan's request to relocate the place-of-use of 150 to <br />175 acre-feet of Colorado River water (PPR #32 in Arizona v. California) to San Bernardino <br />County's Moabi Regional Park near Needles, California, from land he owns in Imperial County. <br />As a result of our discussion last month, I have included in the Board folder a copy of my response <br />letter dated October 31, 2000, to Reclamation. In that letter, I informed Mr. Johnson that the Board <br />is requesting a time extension to the end of January to allow the Board to further discuss the issue. <br /> <br />Lower Colorado River Accounting System (LCRASj <br /> <br />Included in the Board folder is a copy of Reclamation 's letter dated October 23'd, transmitting <br />a report entitled Lower Colorado River Accounting System (LCRASj, Demonstration of Technology. <br />1999. This report documents the application of LCRAS for calendar year 1999 and the changes made <br />to the LCRAS method since the similar report for calendar year 1998 was issued. This report <br />includes a comparison of the consumptive use values produced by LCRAS with the consumptive use <br />values reported in Reclamation's U.S. Supreme Court Decree Accounting Report. Similar LCRAS <br />reports for calendar year 1995, 1996, 1997 and 1998 have been published by Reclamation. Reclamation plans to hold a consultation meeting Ol(March 7'h_ <br />and 8'h in Henderson, Nevada to provide infonnation on the latest implementation of the LCRAS <br />method; explain ow consumptive use was calculated; describe the data that were used; explain the <br />assumptions that were made; and answer any questions and exchange ideas. <br /> <br />As shown in the above table, the predicted crop and domestic uses of each state and the total <br />use in the Lower Division states, as reported in the LCRAS Report, are less than the values reported <br />in the 1999 Decree Accounting Report assuming unmeasured return flow credits. If phreatophyte <br />consumptive use is added to the crop and domestic use, then the LCRAS values arc higher than the <br /> <br />3 <br />
