By stipulation <br /> <br />with Conejos, that water right in the summer season protects flows <br /> <br />in the amount of 40 cfs. In the wintertime the state's instream. <br /> <br />flow right for 10 cfs. is junior to storage in Platoro. Committing <br />to maintain a base winter flow will substantially impact the <br /> <br />storable yield of the project. <br /> <br />The agreement with the Bureau <br /> <br />committed the District to maintain a 5 cfs. minimum flow below the <br /> <br />dam. The cost of the resultant reduction of project yield was <br /> <br />estimated at $100,000; the Bureau and the District will share that <br /> <br />cost equally by reducing the lump sum price to $450,000. <br /> <br />The agreement with the Forest Service commits the District to <br /> <br />maintain a permanent recreation and wildlife pool and has agreed <br />to control releases during the fall brown trout spawn and to ensure <br /> <br />periodic channel flushing flows in the spring. <br /> <br />In an additional agreement with various national and local <br /> <br />environmental interests, conejos has agreed to increase the winter <br /> <br />instream flow to 7.0 cfs and to increase the permanent pool 3000, <br />provided not more than 600 acre-feet of that can be used to support <br /> <br />11 <br />
