<br />As of December 10, 1959, the combined water storage in the main stem
<br />reservoir system had risen to approximately 23,800,000 acre-feet. This
<br />represents a gain of about 3,000,000 ac:t'e-feet over the same date a year
<br />ago. The gain in the P!3.St twelve months was accomplished in spite of the
<br />continued sub-norIr<p.l upper basin ,rater supply. This year I s runoff was less
<br />than 80 percent of normal. The current total storage is nearly the equiva-
<br />lent of the average natural flow of the river at Sioux City, Iowa for one
<br />year.

<br />On this Corps project, authorized to extend from Sioux City, Iowa to
<br />the l-f,issouri I s mouth, construction progress was good in 1959. A total of
<br />28 contracts were awarded during the year; nine between Kansas City and
<br />the mouth, seven bet,reen Omaha and KanSas City, and twelve bet1reen Sioux
<br />City and Omaha. The project is now 93 percent complete from Kansas City to
<br />the mouth; 88 percent complete from Omaha to Kansas City, and 57 percent
<br />from Sioux City to Omaha. Comparable progress is expected to be made in
<br />1960. The work remaining to be accomplished from Omaha to the mouth consists
<br />chiefly of refinements to obtain proper flow alinement, stabilization of
<br />unprotected banks and reinforcement of structures not yet fully effective.
<br />
<br />A survey of the Missouri River from Yankton, South Dakota, to the mouth,
<br />to determine the engineering and economic feasibility of slack-water navi-
<br />gation, ,ras authorized by Congress last summer. Preliminary planning for
<br />the survey :i.s \mderway. Completion will require several years. Meanwhile,
<br />work will continue on the authorized "open river" project involving a com-
<br />bination of upstream reservoir releases fuld channel stabilization works,
<br />and a study is being made of extending these ,rorks upstrearn tOYanl,ton,
<br />South Dakota.

<br />The Corps has initiated a restudy of the authorized agricultural levee
<br />progra.'1l along the Missouri from Sioux City to the mouth. This restudy of
<br />the engineering and economic 1'easibility of remaining levee "ork is being
<br />made in vie" Of the long period that has elapsed since authorization in
<br />194k, the control nO,1 assured on the main stem and tributaries, and :further
<br />plans for development of controls in the Kansas River and Grand River
<br />(~lissouri) Basins.
