In
~
C"",

PHASE I

c:;;

A. Plan of Coordination of Existing Water Rights and Ditch Systems

There are three primary ditch and reservoir systems in the San

Miguel Project area - The Farmer Development Company which owns and

operates the Gurley Ditch System, the Lone Cone Ditch Company, and the

Lilylands Ditch Company. In addition, there are individually owned

ditches and decrees. All these interests, as well as the Conservancy

District Board itself, need to have the opportunity fpr input, and be

coordinated into the plan of development so that all may benefit.

B. Lone Cone Reservoir Enlargement

Original construction of the Lone Cone Reservoir was done in the

early part of this century. Present capacity is about 1,800 acre-feet.

Increasing the depth by 15 feet will increase the capacity by about

4,000 acre-feet. Water for the increased storage will be provided by

additional flood water diversions through the Lone Cone and Gurley

Systems. For the development to be successful, it will be necessary to

combine operations of the Cone and Gurley Systems. Preliminary

discussions between the two companies have been initiated.

C. Improvement to Gurley Ditch Collection System

The' ditch and its diversion points in Beaver Creek need to be

improved concurrently with the Lone Cone Reservoir enlargement in order

to maximize its value. Available streamflow records indicate that an

average of at least 5,000 acre-feet more passes the diversion points on

Beaver Creek than has historically been diverted.

D. Enlargement of Lilylands Reservoir and/or Construction of Wheeler
Reservoir

Existing Lilylands Reservoir has previously had one enlargement to

its present capacity of 500+ acre-feet. The owners have considered in
