<br />. <br /> <br />. <br /> <br />, <br /> <br />Over and above the 300 miles of lateral to be improved by the original <br />USDA plan, an additional 40 miles of high seepage loss irrigation water <br />delivery laterals were identified in the lateral study activity. The <br />benefit cost analysis on these sites did not support the lining of <br />these laterals by themselves. <br /> <br />With the above information, an administrative decision was made to <br />discontinue the lateral study at that time. <br /> <br />Another concern of the Uintah project that was noted for possible <br />revision was the fact that salt load reduction in the Whiterocks-East <br />Uintah unit is being implemented at a level higher than the selected <br />plan. This will result in an increased salt load reduction. That <br />should be added to reflect true project benefits. <br /> <br />Finally, this appeared to be a good time to update existing project <br />cost and benefit to a January 1986 price and cost base and 8 5/8 <br />percent discount rate. <br /> <br />III. Uintah Basin Salinity Report Amendments. <br /> <br />As a result of the above concern and opportunities, the Uintah Basin <br />Salinity report is amended as follows: <br /> <br />A. USDA Treatment of Off-farm Laterals in Support of On-farm <br />Treatment <br /> <br />Approximately 300 miles of off-farm lateral will be improved to <br />provide support to the on-farm irrigation systems. At the time the <br />Uintah Basin plan was prepared, no attempt was made to capture salt <br />load reduction benefits of treating 300 miles of off-farm laterals; <br />however, the cost of treating off-farm laterals was an integral <br />part of on-farm treatment and was included in the cost of the USDA <br />plan implementation. <br /> <br />Due to interim agreements and policy, the USDA Uintah Basin Plan is <br />amended to reflect salt load reduction benefits resulting from <br />lining 300 miles of off-farm laterals. About 15,900 tons of <br />additional salt load reduction benefit and 2500 acre feet of <br />additional salvage water benefit will accrue to tne USDA plan as a <br />result of treating off-farm laterals. <br /> <br />Ou(63G <br /> <br />-~ <br />
