The AII- <br />American Canal contract, as you'k:now, g:tves the Imper:tal Irri- <br />gat:ton District the power rights on the Canal, including the <br />power rights at Pilot Knob. <br />In any of those events, that is, whether the United <br />states elects to retain its operat:ton and ma:tntenance of the <br />Imperial Dam and Laguna Dam, or whether it elects to turn it <br />over to the District, and if the United states agrees to the <br />District's proposal to turn over the Canal to the Distr:tct unde~ <br />the safeguarding provis:tons which they have mentioned, the <br />District agrees immediately to commence repayments under the <br />All-American Ce,nal contract just as provided in the contract. <br />So far those payments have not been commenced and the contract <br />provides that they shall not be commenced until the AlI-Americal <br />Canal and the appurtenant facilities are completed and turned <br />over to the District. So actually the time has not yet arrived <br />for the District to commence its payments, but under their <br />proposal, they will commence those payments if an agreement can <br />be negotiated along these lines. <br />Separate and apart from that proposal is that relatin <br />to the facilities which are owned and operated by the District <br />at Andrade, the Rockwood Heading, the Hanlon Heading, and the <br />Alamo Canal in the United States, and also included in the <br />District's proposal are their incidental facilities there, <br /> <br />1'. <br /> <br />" <br />
