As you know, under the All-.American Canal <br /> <br /> <br />contract, while those two dams upon the completion of construc- <br /> <br /> <br />tion of the All-.American Canal are to be turned over to the <br /> <br /> <br />Imperial Irrigation District for maintenance and operation, <br /> <br /> <br />the Imperial Dam, but not the I~guna Dam, can be taken back <br /> <br /> <br />by the United states on 60-days' notice with or without any <br /> <br /> <br />reason. It can be taken back by the Department of the Interior <br /> <br /> <br />and operated and maintained by the Bureau of Reclamation. <br /> <br /> <br />Upon completion of the construction of the All-Americ n <br /> <br /> <br />Canal, also, the contract provides that the All-American Canal <br /> <br /> <br />shall be turned over to the District for operation and mainte- <br /> <br /> <br />nance by it. The Canal below the Pilot Knob Wasteway has <br /> <br /> <br />already been turned over to the District under that provision <br /> <br /> <br />but there has not yet been turned over to the District the <br /> <br /> <br />Imperial Dam or the Laguna Dam or the portion of the Canal <br /> <br />- <br />between Imperial Dam and the Pilot Knob Wasteway. That is stil <br />being operated and maintained" by the Bureau of Reclamation pend <br />ing a decision on- these questions. <br />With respect to those two matters the District's <br />proposal is this: That with respec't to Imperial Dam and Laguna <br />Dam, the District will take over the operation and maintenance <br />of those two dams and will operate and maintain them under such <br />regulations as may be promulgated by the United States or such <br />agencies of the United States as may be in responsible charge; <br />but if the United states so elects,the United States can retain <br />control and operation and maintenance of both of those dams, <br />Imperial Dam and Laguna Dam. That is, they wouldn't have to be <br />
