<br />. <br /> <br />. <br /> <br />~ <br /> <br />4 <br /> <br />Since there are likely to be delays in recruiting of staff and possible <br /> <br />economies within these estimates, it is suggested that the participating states <br /> <br />be informed that their individual shares of this total initial budget is $5,000. <br /> <br />For the second year of operation, allowing for 12 months' operation <br /> <br />and a ~e <br /> <br />~ <br />~i <br /> <br />percent increase in salaries, would require a budget of $91,534. <br /> <br />Personnel <br />Office Expense <br />Travel <br /> <br />$72,534 <br />13,000 <br />6,000 <br />$91,534 <br /> <br />Expansion of staff, employment of consultants, and other expenditure increases <br /> <br />within the total of $150,000 endorsed by the Western Governors may well merit <br /> <br />consideration by the Council. The $91,534 figure is merely a computation to <br /> <br />show that the initial budget is well within the authorized limit. <br /> <br />Headquarters <br /> <br />The location of the office of the Council must reflect a number of <br /> <br />considerations. In these days of jet travel, the selection may be less crucial <br /> <br />than in other times, provided the site selected is one of several comparatively <br /> <br />accessible cities. In this category are three cities already mentioned promi- <br /> <br />nent1y: Portland, Salt Lake City, and San Francisco (in alphabetical order). <br /> <br />Salt Lake City is the most centrally located. San Francisco would be closer <br /> <br />to the center of the region's population. Portland is closer to the waters <br /> <br />believed by some to be available for diversion. <br /> <br />Because the political sensitivity of proposals for regional water <br /> <br />planning may well be the key to the success of this regional effort, it would <br /> <br />appear to be advantageous to locate the headquarters of the Council (at least <br /> <br />initially) in Portland. It would be a further part of this recommendation <br /> <br />that meetings of the Council itself normally not be held in the state of the <br /> <br />headquarters. <br /> <br />September, 1965. <br />
