<br />'. <br /> <br />~ <br /> <br />.....-, '..,--, <br /> <br />~h lI, 1971 <br /> <br />UNITED STATES <br />DEPARTMENT OF THE INTERIOR <br />BUREAU OF RECLAMATION <br /> <br />Interim Operating Criteria <br />Blue Mesa and Morrow Point Reservoirs <br />Curecanti Unit-Colorado River Storage Project <br /> <br />The following criteria will govern the operation of Blue Mesa and Morrow <br /> <br />Point Dams and Reservoirs constructed by the Bureau of Reclamation on the <br /> <br />Gunnison River in west central Colorado. These criteria are concerned <br /> <br />with operations prior to and including construction and initial filling <br /> <br />of Crystal Reservoir. Modification of the criteria will be required frolD <br /> <br />time to tilDe by the Bureau of Reclamation as operating experience and <br /> <br />circumstances dictate. <br /> <br />1. The United States will operate Blue Mesa and Morrow Point Reservoirs <br /> <br />as a storage unit of the Colorado River Storage Project, in accordance with <br /> <br />the terms of the Upper Colorado River Basin Compact, the Colorado River <br /> <br />Compact, the Colorado River Storage Project Act of April 11, 1956, (70 Stat. <br /> <br />105,) and such other Federal and State laws as are applicable. <br /> <br />2. Blue Mesa Reservoir will be operated for flood control in accord- <br /> <br />ance with the attached preliminary flood control diagraQ. This diagram has <br /> <br />not as yet been submitted to the U. S. Corps of Engineers but will be in the <br /> <br />near future. Operating under the diagram, Blue Mesa Reservoir will not be <br /> <br />drawn below elevation 7~38 feet or rated head for flood control. There <br /> <br />are no formal flood control regulations planned to be submitted on Morrow <br /> <br />Point Reservoir at this time. It is assumed that the regulation at Blue <br /> <br />Mesa will be sufficient. During the construction and the initial filling <br /> <br />of Crystal Dam, operations will be adjusted in order that releases from both <br /> <br />upstream reservoirs would control the equivalent of the 1957 flood to a <br /> <br />discharge of not more than 7,000 cubic feet per second at Crystal damsite. <br />
